Ideas to Stop Oil Slick from Spreading in Gulf of Mexico - Dear President Barack Obama

I've posted an idea with some scientific evidence about how to fix this oil spill and stop it from spreading.

The question is can you use vinegar to contain the oil since it will stick to it, and what attracts vinegar or helps to solidify it?
